Default About to buy first bike, can this riser be changed?

I've been looking for a nice sporty 1200 from 90s-05, I found one that is very clean and has low miles and price. It is a 96 xl1200c, I really like the color and that it has mid controls. My dilemma is that I really want to eventually make it into somewhat of a cafe racer, can the riser be changed and could a normal sporty wheels (non spoked) be put on?

There is literally nothing you can't change on these bikes...it's half the fun of owning them!

You can flip those bars so that they are pointing downwards

Well thats one of the reasons to buy a harley,to personalize it change parts,
and finding to harleys exactly the same ,dont think its possible unless maybe brand new
but yes change the risers,handle bars,seats,shocks,make it a hardtail bobber,cafe racer,
drag bike,bagger,what ever you want,lots of aftermarket stuff,...
1996 i would say thats a good year, 1995-2003,are good..

Roland Sands makes a really nice gauge relocation bracket. As far as the wheels I haven't done it yet but I know there are sportster wheels that will bolt on.
