Down shifting issue

Down shifting issue
2009 fxdb, 96" twin cam eith 6 speed trans with just over 10k miles. Just replaced all fluids (engine, trans, and primary within 500mi)
recently swapped out levers and adjusted the clutch to 3/4 turn out, lever has 1/8" or so free play.
Having an issue down shifting into 2nd and 1st intermittently. Sometimes it downshifts perfectly, sometimes it hangs up in 3rd or 2nd. Made sure I was letting the clutch out between shifts today as I've seen that's an issue at times. If I upshift and then down shift it will go through the gears normally.
wondering if maybe I don't have the clutch adjusted properly, or if it's some other issue. Hopefully an easy adjustment/fix as I'd prefer not to take it to the local shop and pay out the nose if i can avoid it.
thanks for any input

2. If so revisit clutch adjustment and amount of fluid in the primary case.
NOTE:
The above information, while credible, is worth what you paid for it and should not be considered gospel.
Do due diligence, research and have a H-D Field Service Manual before working on your bike.
You will probably have many opinions and suggestions presented; make sure you research the person providing the helpful information as there are some who provide good information that is useful and some who speak out of other orifices with gibberish. You will figure out this quickly.

No issues upshifting, in fact i found if i upshift when it hangs up, i can down shift through the gears after. I'll look into adjusting the shift pawl.

1. Did you have this issue before replacing the fluids or swapping out the levers and adjusting the clutch?
2. If so revisit clutch adjustment and amount of fluid in the primary case.

I'll double check my clutch adjustment as the problem showed up after the lever swap, so i may not have gotten the clutch quite right. Just strange its so inconsistent. Rode to work yesterday, and was having the downshifting issue, then rode home and it shifted flawlessly.
