Those are 1939 model year, the tank striping tells the tale. Here's a 1939 H-D magazine ad showing the same lineup.

I had two family members that were Milwaukee PD motorcycle unit officers post WWll. Milwaukee PD was of course utilizing H-D motorcycles.
