there is a way to fix it. You can use a hand staple gun with 1/4 inch staples to reattach it. Just look where thr staple holes are at on the seat pan and do not stretch the cover passed those holes.
Staples are still there. It's the gel/glue that's breaking away from the base.
Most seat manufacturers do use an adhesive to attach the foam to the seat pan. This can be difficult to remove the foam from the pan. It can be done but has to be done carefully.
It is not critical that the foam to be glued to the seat pan. So long as the cover is stapled in place tightly.
