Staples are still there. It's the gel/glue that's breaking away from the base.

Most seat manufacturers do use an adhesive to attach the foam to the seat pan. This can be difficult to remove the foam from the pan. It can be done but has to be done carefully.
It is not critical that the foam to be glued to the seat pan. So long as the cover is stapled in place tightly.

That's the problem. There's only one little strip of covering material that is stapled to the base at the front. It's a poor design.
