Default Fatboy popping

I recently bought a 2003 fatboy with a carb and only 13,500 miles on it. The previous owner hollowed out the baffels which makes it sound good but it hesitates and pops from time to time. Could this be remidied by changing jetting or is there a different way like an upgraded air intake or something?

Sounds like you need to rejet and tune or get some backpressure back into the pipes. I’ve seen guys mount washers to the inside of the pipes to add a bit of resistance without changing the baffleless sound.
