I wouldn’t consider there to be a risk of damage to the fender from the likely load of a travel bag etc as it uses the same mounts as the pillion seat, which should be rated to take a decent sized human, so that’s a serious amount of weight for a travel bag, etc.

I have to say the pre-18 Softail Deluxe standard rack also just sat on the fender, my wife run her two previous Deluxes with the rack and rear seat removed with a Motherwell fitted (That's why she was not bothered the '18 has no rear seat), the standard rack was very narrow and small!
