Yeah - Harfar. My rule with the kids was they could ride IF they could put both feet on the pegs *at the same time.* And they wore a helmet. Not many safe choices there.... Otherwise, let her wait and grow a bit. I saw somewhere a belt-thing the rider can wear that has some grab handles a passenger can hang onto. A child can't put her arms around you, and hanging on to the sissy bar isn't a good alternative for a smallish kid.
As far as the falling asleep thing, I'VE fallen asleep riding, just for a split second, and it scared the bejesus outta me. Never again! I'll pull over and sleep in the ditch before I do THAT again! My wife used to nod off on long hauls. I could tell by feeling her slouch and got the helmet bonk on the back of my head. She'd wake up at that, and we'd find a place to grab a cuppa and have a good laugh.
Be smart. Don't do it - let her get bigger.

Since you have a softail frame I would get “under passenger peg mounts”. Theres a couple different ways to go about that and I posted a photo as an example. What that will do is bring the pegs to the child so the child can secure himself properly to the pegs and backrest. 7 is still pretty young but I used to take my son on roadtrips when he was 9 with mounting pegs to the upper frame similar to this photo tho mine were right under the seat and that worked great.
