only 2 bolts hold on the license plate?

Default only 2 bolts hold on the license plate?
Just put my plate on, and there are only 2 holes at the bottom?

Mine is the same way, I drilled 2 holes in the plastic at the top. Now I have 4

Haven't lost a plate yet in 30 years with 2 screws and nut's holding them on....
