Just Paint them. You have nothing to lose if they are already messed up. That's why I painted my front rim. I painted the whole thing though. The chrome on the wheel was pretty rusty when I bought the bike. I just sanded the wheel real good. Then primed it. I used a self etching primer in a rattle can. You can get it from Auto Zone and other stores like that. Then I painted it black from a rattle can. It came out great. Looks just like it was powder coated and cost a fraction of the price. People are always asking me where I got my wheel and saying how good it looks. I also did the same thing on my front end lowers.
