Default Question about the rear axle spacers

I was just looking my bike over and noticed my rear axle looks a little funny. I tried a search for pics couldn't find any. Anyway, does the washer on the right side typically go inside or outside of the one for belt tension? I noticed on the right side, the tension bolt sits right in the middle of its slot. On the left, it isn't, and the flat washer is on the outside of it. I also noticed something has chewed up the outer edge of my tire on the left. Just wondering if that could be why. I didn't see anything that looked like it had been rubbing. Thanks guys!

I am not sure on your question but if I need a breakdown of parts and how everything fits together I always use the microfiche diagrams at Ronnie's HD.Try these links below and maybe the pictures will help you out.Oh and it looks like they have a mistake on the page showing the FLSTF as a Heritage but I don't think that matters considering it's the same bike.

Wish I'd seen that site before. Thanks. Unfortunately, it doesn't have a drawing with the left side belt tensioner on it.
