The problem with CO2 is that if something goes wrong then they run out quick. I carry a small electric air pump on my Road King.

The best tire plug kit is Tire Plugger by StopNGo. This is the version I use:

It uses a mushroom shaped plug and no glue. And you don't have to remove the wheel. They have a version with CO2.

I've got the Cruztools in a tear drop holder that just barely fits into my tear drop case. I only take it on overnighters and knock on wood, I haven't had to use them yet. Kinda pricey, but you don't want to be let down with crappy tools when you're on the side of the road.

Leatherman and a kit I made. I had a sears craftsman mini kit that was nice too but it mysteriously disappeared. Since I now have saddlebags I got a tool roll and put in various wrenches, sockets, needle nose, set of diagnonal cutters, zip ties, electrical tape, and all in allen wrenches and torx.

+1 on the Windzone kit. I keep mine in a fork bag that's cable-tied to my downtubes. Seldom used but that's how you want it.

Does this attach directly to the forks, or does it have to go in a bag?

What I carry with me fits in a regular size overnight bag kept in my saddlebag. I also have an electrical assortment kit in the other bag. I also carry a spare oil filter and headlight/taillight bulbs. I've had to break out the tools twice on this bike, and more than that on the old rat.

When a guy gets a hole in an oil filter in Lesterville, MO on a Sunday morning with a full day's ride to get home......you can be a hero.

I like the HD Snap-on set... haven't had to use on my bike, but have been able to help out some others.
