Default Alternative lowering

Hey guys new member here, i am putting a 21' and 18" on my 2004 heritage and just wondering how much do i need to lower the front and the back to make it pretty level? I bought the progressive front lowering kit but not really sure what to do about the rear since air suspension is expensive. I have seen the replacement bolt kit but that seems like a lot of trouble if i want to adjust it any. Is there any other alternative?
