The apes are a lot more comfortable for me. I can ride a lot longer with no back pain. With that said, they can suck on the freeway at times. Up to 70-75 they are fine, but much faster and the wind can wear you out. Low speed maneuvering is different, but you will get used to it within a few rides.
The parts you buy will vary your cost, but it isn't that hard to put the stuff on yourself and save a chunk of labor. I did my own, and would not dream of paying a dealer to do it.
Also, for the people saying the Breakout doesn't look right with apes, I think it looks great either way. Apes definitely change the attitude of the bike, and make it look less sleek, and drag like. But, at the same time, they command attention as well.

Cliff, here is roughly what I remember spending to do my apes.
bars - $350
CVO risers - $350 (you can get these for cheaper if you buy online. I bought from local dealer)
Cables and wiring and misc - $320

The BO is the AirCooled VROD in my opinion, so maybe you can google 'apes on VROD' and get an idea of what it maybe like

Apes (and specially mini apes) are way more comfortable , and if they are not too wide you would find highway speeds pelasent (those who complain usually have the super wide apes like Chubbys.).

Handlebar mods from the dealer usually run about $1000-$1500 with labor, and depending on the brand of parts you choose. But handlebar swaps are pretty easy to DIY if you have the time and patience. Get the 10" mini apes from HD (FYI in the kit the black bars are flat black vs. gloss, and the riser is gloss but it won't work anyway, os just get the bars), the price is pretty good and spring the extra $200 or so for the CVO riser/speedo combo at the same time or you will get endlessly flamed on here for having apes on offset risers which, while comfortable as heck, look stupid in a lot of other people's view. Take it from me, I know...still recovering from all the burns...
The stock bars are no good for above average height riders, really. I went from a heritage with 18's to the BO with the mini's and the riser/bar combo is at 14", which is perfect. No wobble and no parachute effect with the fists in the wind as advertised, anything higher than this you may experience these things that ppl complain about. And wit the CVo riser setup you will get probably 2" lower. I can now ride a couple hundred at a time until my a$$ hurts, and not my neck/shoulders/back which with the stock bars brought me to a stop after an hour. GOOD LUCK.
Thanks.. Yeah, the lower apes I think is what I am after.. the 10"... so in your pic they are 14"? Plus I do have the CVO riser and handlebar on now.

Yep, 14" or so from the top of the triple tree to your hand position on the throttle, but that's with the offset 4" risers that are stock on FXSB, not with CVO's like you say you have. CVO riser is shorter and will extend your reach at most 2" down and forward (from the offset risers that I have), which to me will just make it that much more comfortable. If I keep my BO, this will be mod #1a.
Get a 1x2 or 2x2 piece of wood that's about 40 inches wide and test fit it for yourself. Sit on the bike and measure up 12.5" from the triple (cus you go CVo riser), hold the piece of wood at that height as if you were riding, and check it out to see if that's a comfy position for you. I put the jiffy on a 2x4 to level the bike, and but my feet up to make sure of fitment. I did this about 25 times before deciding. You can then get an idea if 16's would be better just by raising the position.

Not sure if I Agee with the statement that the breakout looks like a vrod. I think it is a versatile bike that can go many ways. In the end it is a softail. My bike has come out looking like an oversized bobber.
