Default Large black steel "bolt"??

I'm changing my outer main primary cover from stock to wrinkle black - there is a (about) 4" long black metal peg or bolt screwed into the inside of the stock one...,what is this for? Doesn't see do anything....

is there any chance it could be an oil ramp? There had to be something glued to the inside of my cover when I upgraded my compensator to redirect oi flow. I'm not sure what the newer bikes have in there for that purpose, but it's a possibility...
