Texas in July is hot wherever you go. But if you have to choose between Houston and Dallas, I would go to Houston.
There is no good reason to visit Dallas, for a day, a week or a year. I live in Dallas and, unless you make good money here, there is no reason to be here. Dallas is ugly, most people are from the rustbelt and have Yankee attitudes, and there is no scenic beauty.
Houston has better nightlife and recreation. Houston is flat as a pancake and smells like toxic chemical waste, but at least you can have a good time there.

I'm actually considering a relocation to Fort Worth this year. Just now starting to look around at areas. Found a stable for the horse i like that's in Benbrook. Are there any neighborhoods of Ft Worth that need to be avoided? ( IE bad crime, extremely poor?)
I was starting my rental search basically between Benbrook to the west and Forest Hill to the east, possibly staying near the 20, not sure if i should go further south or not.

This, I wouldn't stop to let my dog take a leak in Houston and Dallas is just hood rat city. Fort Worth on the other hand is great and of the two options I'd add that as a third and then scratch the other two off.
There's a reason why I moved to Ft Worth after having lived all over the country from NorCal to NC and most places in between. Plenty to do, friendly people, not overly expensive, not overly uppity or trashy, you've got the Stock Yards, Billy Bobs, West 7th street, Cultural district, TCU, and then head out to the state parks southwest of there an hour or so and see Dinosaur Valley and walk in fossilized foot prints running through the Paluxy River, visit Stephenville and have the best BBQ on earth at Hard 8 BBQ. Roll over to Granbury or back up to Burleson and visit some wineries (I'd recommend Burleson and take a tour of the vineyards and drink). Finish the day off with the rodeo in the Stock Yards of Ft Worth and then head back to where ever you're going.
