Be advised if you go the stock route you will have a ton of money invested in that front-end. Vulcan kit used here...won't try to question/guess other's dealings with the company, but I had no issues with mine.
Going the Vulcan route you can probably accomplish your goal for $700 or less depending on your ebay skills and tenacity. 150/80 Dunlops used both ends on this one using '06 RoadKing wheels. I believe you can also go mid-glide with a Vulcan as well, but at the added expense of concocting a custom wheel/hub combination.

So I got a mid-glide setup from a 1200c together and on the sporty. The hub for the wheel was off a night train with a 3/4 axle. I machined the overall width of the hub down to as narrow as I could to fit in the forks, leaving me the most room to play with spacing the wheel and caliper. I then had to bore a lip out of the hub to allow the narrower 25mm bearings to sit flush. Turned some touring wheel spacers, because they are much easier to work with than the hardened steel ones. Turned a custom hub spacer, set the wheel offset to center of the forks. Stock 4 piston brake caliper bolts up to fork leg no issues there. Trees and tubes were plug and play, except that I had to bend the now useless fork lock bracket out of the way. The only issue left is mounting the headlight/eyebrow. Bracket spacing is off by about 1/4" on either side.

I'm just going to use a Mid Glide triple tree set to use with my 39mm iron fork tubes. Then get yourself a 16in rim and fat tire, you'll be good to go. But don't forget to get the axle conversion with the triple tree set. Most HD 16in rims won't fit with the stock sportster axle. Here are a few pics of it being done on a nightster and some other XL:
One of those is a fat boy low wheel I think....They are both using Wide Glide triple trees which are too big in my opinion. That's why I want to go Mid Glide like this nightster:
But with the fat wheel of course.
