I wish I had a dime for every story I hear about people buying a 883 and wishing they had a 1200 instead. Or the dealer telling them to go for the 1200 because they won't be happy with the smaller cubes.
Another benefit is that for insurance purposes, you're paying the 883 rate vrs the 1200 rate. And depending on your insurance company, the difference alone between the rates will cover the cost of the conversion over a couple of three years.

i did mine at the dealer. the most expensive part of the job was the kit. can't trust most dealers though... i didn't want go the hammer or nhrs route because i wanted to be able to point the finger at someone if s*** went pear shaped.

As already mentioned the factory 1200 kit includes new heads and indeed every part that turns an 883 into a stock 1200. That makes the kit fairly expensive, as your 883 heads, with a 1250 kit, will give better performance. It is not the extra 50cc, but the increased CR the kit comes with. Any decent indy should be able to build a 1250 for you and tune it.

I went the NRHS route as well and was a first timer. Like Robotech said, you can have the jugs shipped with the piston and rings already installed which simplifies things.

You're correct that in some jurisdictions, the rate will go up, but in WA, my rate went up when I traded in the 2008 XL1200N on a 2014 883L.

I'd use an aftermarket kit before using a Harley kit. The performance difference can be a lot depending on how many dollars you want to spend. The Harley kit just turns it into a stock 1200 Harley which isn't much of a jump in power and not a good performance value. Most dealers will do what ever you want and if not a good local indy will definitely do what you want and a lot of the indy's have dyno's these days and you will even end up with a realistic dyno readout not a Disneyland Harley readout.
