Hi, I believe they will be looking for the EPA complaint stamp. There are current federal laws in regards to tampering with EPA stamped exhaust but I have never heard of anyone getting in trouble with a new Harley. As a manufacturer, we never recommend or provide info on how to modify stock exhaust with a cat. Not sure if bikes will have to come in for inspection or if they will be inspected during traffic stops.
Currently in part of Europe like Germany, bikes must be inspected every single year. Most people I know there just keep their stock system and install it yearly for the inspection.

I have a 2012 iron, seeing as you don't have cats what would be the best way to make that quiet stock muffler louder? I'm trying to do this on the cheap for the time being. Any help would be appreciated!
