Question Rear fender hole?

The hole at the front of the rear fender has a metal collar which the stock seat fits around, but the rearward hole is missing this leaving a bare painted hole through which you can see the threads below the fender. Am I missing something or is this how it is from the factory? Thanks.

I believe there is supposed to be a plastic plug, I think my bike had it when it was new. The hole itself is for two-up seat.

Looking at the fender from the rear, the first hole is a fender mount hole, it has a brace under it that is threaded, the next hole has a nut and keeper for the seat mount and the next hole(under the seat) has a plug in it, thinking this is a seat mount hole also for a shorter seat like a 48.
At least that it how it is on mine

Mine had the same thing when I bought it a few months ago. Went up to the dealer and for $2 and some change I got the female end that goes into the hole from under the fender and a c clip to keep it in place. Also got a chrome plug that pops into the hole from the top of the fender to give it a finished look.

Thanks guys, didn't realize it was a fender mount hole that's also used for 2-up. I ordered some black spikes for the two holes so it will be a non-issue, I just wondered if I should get that collar or not. Think I will.

I hadn't looked at the fender close enough to realize that what I wanted to do wasn't gonna work until after I got home with the part. The passenger support bracket is under there preventing install of the collar piece. Oh well, nice to have spares.
