There should be some guys running a 4.5 Gal on their 48's or on an iron that may add to this...

No, because that 4.5 custom tank is for different frame set up, unless you change the mounting tabs on the tank. Frame was changed in '04. You can find various 4 gallon tanks on the web......I've had a "Fat-Bob" tank in my basement waiting to be finished, (move speedo to tank, reseal inside of tank, new paint, etc), and I believe it's 4.2 gallon, as it's the 2" stretched Fat-Bob tank. You'll need to find a tank that fits '96 through '03 sporties.

I have a 4 gallon tank picked out. I would like something a little bigger but I want one with to gas caps. I know I need to do body work to the tank. Im wondering about sealing the tank. I hear good and bad about both.

Depends how determined you are on doing this. The safe way is to get a tank for your model year, the bold way is to make a later tank fit. Is your bike carb or EFI? If carb you can convert an EFI tank by using a Pingel or similar gas tap.

I think either J&P cycles or Dennis Kirk sells a kit to mount flat side tanks to a Sportster. That should be plenty big enough for you.
