Some bikes have a flat black coating almost rubber to the touch. It's not glossy at all. What is this coat called? And does it come in a spray can?

You can buy matte clear. Krylon makes a clear matte spray. That way, you can spray it on any color, and it will matte whatever color there is. If you get black denim, it's only black.

 

The OP is talking about Plasti Dip. It has it's good and negative points. The two big downsides are it's not very durable and if you drip gas on it, it hurts the finish.

It's easy to do though and can peel off.
