Rain Gloves
This has been my experience as well, short of literally wearing rubber work gloves.
A few years ago I hosted a ride called the Great Flood Ride. 22 people, 7 days, much of it in pouring rain. On the first day of the ride as well pulled into our motel in Idaho, everyone's gloves were soaked. The next morning, having had our gloves on the radiators all night, the cleaning lady started handing out exlarge cleaning gloves. Off white, but we pulled them on over our leather gloves and guess what, that night most everybody had dry gloves. Not pretty, but it works. Also cheap. I bought a box of 50 XXL Nitrile HD 8mil for about 12.00. These are actually reuseable. But when it stops raining, I peel them off and dispose of them.
After cold wet hands many times I packed my duck hunting gloves. They work well and stay dry and warm, they may look a little goofy but they work. Here is a link to the pair like I have.

I carry a couple of sets of gloves. So when it rains, whatever I am wearing will get soaked through and through. Then I always have my back up dry once.
You just have to be careful if it is very cold out.
You can always put on surgical gloves when it starts to rain and slide your hands with the surgical gloves into whatever gloves you are using.
I thought about using the "Playtex" gloves my wife uses when she washes the dishes. It would work to keep your hands dry but not warm if it is cold out.
It is a good question I will follow what other people say.

Next time you're close to a diesel pump, see if they have some of those big plastic gloves. Grab a couple and keep them on the bike. Put them on over your not-really-waterproof "waterproof" gloves.

I looked for a long time and found these from Aerostitch.
Have used them on 2 trips over my HD heated gloves and they worked great. I went with orange for the visibility.
