how to open touring pack when cylinder lock feel out

I'm not sure what you are describing. Did the entire round center portion come out of the lock?
If so it should be relitively easy to open.
Make sure the remaining cylinder is completely empty of all the pins and springs. Should be like 7 springs and 14 pins total. Once you're sure it's empty look into the cylinder with a light and see how the lock turns. There's likely a slot or some similar way to turn it. Insert a screwdriver or something that fits adn you should be able to unlock it.
If all that fails you can drill it out.
Either way you'll have to get another lock from HD. They will need your key code which may be on the flat part of your key under the black plastic cover.

Their are no hinges exposed on the bag its a leather covered bag everything is on inside . Thanks tho
