I have leakage as well at the bottle when I don't close the valve firmly and not loaded.
It should not be leaking at all, but just a few extra drops of oil helps it when I "forget" to close it.
But for the price it should not be happening. Still for me the J&S jacks is what I prefer. They way it goes controlled down is amazing. With my previous Harbor freight my bike went down shocking and got myself always worried when the bike would eventually fall off.

My J&S failed also. However, it doesn't appear to be the bottle jack leaking. It's an air assist model. The jack will lift the bike, but after it sits for a while in the locked position, it will not lift the bike out of the locks.
J&S is working with me. They've sent me emails on bleeding and filling the jack.

Buying a premium jack in "kit form" doesn't sound too swell. Hopefully they will send you a new, carefully inspected unit with a pre-paid return shipping label for the old one. Then at the factory, they can find out everything that went wrong with your particular unit and get onto inspector number 12.
