I've custom-cut many windshields using a hand-held jig saw. A couple of cautions: Be sure to put tape over both sides of the windshield where the cut is to be made so as to avoid scratching. And....make sure that your saw blade has lots of teeth per inch, and is especially designed to cut plastic. If you do those two things, your cut will be nice and smooth, and a little "touch up" with a file or fine sandpaper will be all you need to make the job really professional looking.

I used a Drimmel with a cutoff wheel at slow speed. I also used blue masking tape and traced the cut line on it with a Sharpie. I practiced on the section above the line before making the first pass. It took about five passes to cut through it. If you try to cut through the entire thickness in one pass or run it at high speed, you'll get some melting at the cutting zone.
