I tape a piece of 1/2" hose to the tire, set the fender where I want it and what looks best to me, then mark thru the fork mounting holes, drill and bolt it up.

Get yourself a marking pencil, put some masking tape on your fender mounts, place your fender where you want it, then trace the outside of your fork mounts onto your fender mounts. Remove your fender. Then get yourself a piece of paper and hold that up to your fork mounts, trace your fork mounts out onto the paper and also mark the bolt holes trough the paper. Then place the paper onto your fender mounts as a template and line up the mount lines with the mount lines on your fender and then you will see where the holes need to be drilled.

Before you drill , take a measurement of centre of one hole to the other and double check and make sure you have your holes at the right space apart. you can also drill your holes one size up from the size of your bolts just to give you a little to play with.
