It sounds like the seller has woven an elaborate story to sell something that is not right. The impound lot did not do anything to turn off the ECM. "They" purchased a new ECM online and screwed up the installation? Who are "they", the impound lot or the current owner? An impound lot would not buy a new ECM and if the current owner installed the new ECM, it needs to be flashed by a dealer. If it was a used ECM, then the seller is setting up the excuse that the VIN in the ECM does not match the VIN on the frame.

Have you told the seller you want to take it to a real Harley dealer to have it inspected? Don't be surprised if the excuses roll out why it is not possible.

If you are the kind of person who craves the deal more than the motorcycle, we know how this will turn out.

I'd pass on this as well. First off, even IF the dealer can/will fix the odometer, I'd be very surprised if you're able to get a clean title at that point. Anytime an odometer is messed with will make the DMV question the title.

Run. If it has a salvage title it is only worth 1/2 the lowest Book price on to start. Then add in the headaches you have with ECM. A new ECM must be flashed by the dealer. First question would be why did it need a new ECM ? The bikes mileage is stored in the ECM. Now with the factory ECM long gone your are as the say screwed.
Run fast away from this mess.

The title is clean, not salvage, so that's not a concern but....you all have successfully convinced me to walk the other way.

So, change in topic....would a 2014 SGS with 67,000 miles be something to scare you away for $9K? From what I've read, I don't hear too many issues with the Rushmore but I haven't spent time looking into what mileage they're good for before a rebuild becomes necessity.

Or...instead of that 2014, would I be better served finding an '09 with low miles for the same price instead?

It would have to be a great deal to take one with that many miles when you can find them with much lower. I would take a '14+ over an '09 any day.

I edited my post. The 2014 I could get for $9K OR take that same $9K and buy a low-miles 2009 instead.

There you go. Right now if you have the money the deal is in your hands. Dealers are stocked up not much moving. Many looking to sell their bike before the bank gets it. Lot of very low mile Bikes out there cheap.

If 9k is your max budget I’d get the ‘09. If you can come up with 3-4K more you are into a ‘14 with similar miles, with all the improvements they offer.
