My last 3 pipes have been stainless without heat shields....honestly don't notice much of any difference.
If there's a spot you touch a lot with your shoe you can always cut a stock (or spare, whatever) heat shield down and place it there - very easy to do, I've done that a couple times.

I had one on my '19 Road King. I kept it when I traded the bike in on my 21 SGS. It will be going on the SGS as soon as I get the 5k done in the next couple weeks.
While I'm glad I didn't cam the RK at the time I put the pipe on; I regretted not doing that at the time. The improved stock tune from Fuel Moto made more of a difference than the Stage 1 with RTX did.
If you know you're going to stage II the bike. Just do it all at once. This pipe has everything the M8 motors luv - Stepped headers long length... Plus it has a nice purr. You wont like it all.

I was also concerned not having any heat shields when the pipe was ordered from FM. I have about 14k miles on the RTX/Riot now with no issue whatsoever with heat. Rode a long ride over 1k miles in less than 16 hours over Labor Day weekend constantly running 80-90. Legs did not feel any heat or discomfort even with my feet and legs nestled between head pipes with mid controls.
