I cut mine from the bottom as well, I trimmed it back 24", this way I can't poke my eye out now.

Just trimmed it up last night. Was a pretty easy job and there is no signal loss.

That's about 10 pokes in the eye saved!!

I cut mine down to 20" (when installed).
If you're unsure, start longer. You can always cut more off, but can't add it, obviously.

Yes.
The short rubber antennas contain a loading coil that effectively increases their length.
This way you are not disturbing the ideal (electrical) wavelength the radio needs for good reception.

Cutting my antenna has had no adverse effects on reception, even in mountainous, twisty area's near my home. If your going to replace the antenna with a shorter rubber one, what do you have to lose by cutting it?
The only adverse effect I have read on cutting the stock whip is CB operation, which I don't use.
