with kev pads you have to do about 40 stops in city type riding to let them go through a heat and cooling phase before the pads are ready for high speed runs. Otherwise the pads don't give you the stopping power. Every kev instruction set I've read says that.

Lydall Racing or SBS pads are very good! Don't waste your money on the OEM pads. They are the lowest grade and lots of dust! Sinter pads are nicer than kevlar. However, this depends on whether or not you have floating rotors.
For stock rotors, Lyndall or SBS will work well for you.

When I purchased my '96 RK in '97, I transferred the excellent EBC Kevlar front pads and EBC floating rotors that were on my Dyna. I also bought a set of pads for the rear to use with the stock rotor, and today at 104k miles both front and rear pads and front rotors are still on the bike. I estimate the fronts have 105k miles on them and the rears 95k, and both have ample pad surface remaining, probably about 1/3. To say these pads are durable is a gross understatement. I bought a new set of pads about three years ago thinking perhaps they might someday be hard to find, and they remain in their packaging.
These pads have excellent stopping ability, leave very little dust on the wheels, and are inexpensive. One quirk is that when very wet, like in a driving rainstorm, the first instant of brake application is weak but recovers quickly without grabbing or causing any safety issues. I've gotten accustomed to this. A friend with a BMW has these pads and also experiences this wet behavior, so I assume it is characteristic. I don't know if any adjustment has been made to the formula of the pads since 1997 making them better or worse in any category.
The last time I looked, Drag sells these pads, but I'm not sure about the rotors. I would think the pads would work as well on stock rotors, but the EBC front rotors are described as being "high-friction steel" and are zinc coated. Slight rust will form on the pad surface of the rotor when wet without operating the brakes, but this clears off after the first brake application.

I installed the Lyndall Z pads on the front of my 05 FLHT, it was in an attempt to stop the squealing/scraping noise from day 1, after a thousand miles of waiting for them to "break in" I had had enough, the Lyndall pads perform great & are quite as a mouse after 500 miles, I got mine off Ebay for about $40 a side.
