Do you mean the "swing test" in the HD Service Manual for testing the the steering neck?

Raise bike so that front and rear wheels are same distance from floor; remove accessories that may effect front wheel swing.

Turn front wheel fully left and release. Wheel should swing right, then left, then right (the last need only be a little and need not leave the wheel centered).

The SM has additional information for correcting swing.

Do you leave the clutch and throttle cables attached to do this test?

Unhook the clutch cable and if it is atteched to your forks remove the clamp. One way to tell if your neck is loose it to ride it to about 50 MPH then coast down to about 30 MPH or so with your hands just off the grips, if it's loose your bike will start to wobble, usually around 35 MPH or so.
