Will it fit on a 03 touring model

 

not without modifications. You will probably have to space out the belt pulley a little bit and make a few fender adjustments to the back of the fender. On a 2004-2008 bagger the belt pulleys are narrower which gives you more space to fit that 150/70-18 tire.

 

I have that on my 2002 flhtc,had to put a 1/4 inch spacer on the belt pulley.

 

I have that size on my bike but it is newer than yours HogPro knows what they are doing Phil runs an awesome show down there and I have enjoyed my wheels and have compliments on them all the time.
