It would probably be easier to remove the wheel...The bolts that hold it on has lock plates that require you to flatten the corners down to loosen them

I assume your talking front fender, just take wheel off, it would be way easier and besides, I don't think the fender mounts will clear the lower legs if you were to try and roll it out. Forget about removing rear fender with wheel on.

Actually, the rear fender will come off quite easily with the wheel in place. The front one will not. When removing the front fender, the service manual tells you to take the front wheel off. When removing the rear wheel, you don't have to take the wheel off according to the maunual. I just removed both fenders and had no problems.
Actually I did this last night. I'm putting a fender lowering kit on my RK. I started taking it off, and then looked in the manual. It says to take the wheel off and I said hell with that. I just removed the brake calipers and let them hang. The biggest problem is getting the corners on the backing plate bent back. The corners just go around the sides of the bolts to keep them from loosening. I just used a long screwdriver and a hammer. Kind of a pain to get to one of the corners, but it can be done. Then you just run the bolts out and pull the fender off. Hope this helps. Good luck.
I've done both fenders without removing the wheels with the bike up on a jack. Actually removing the fenders would be easier with the wheels off, but overall time would be way longer.
