$$ instead of $$$$ engine upgrade
Since most of us either don't have or don't want to spend $2500 on an engine upgrade what would you rather do?. Assuming it is already street legal stage 1 and no pipe changes, no new tuner (use whatever you have) and letting a decent local tuner put it on the dyno for 1 hour. I'm not looking for which cams since that will vary with all of us in this spot.
A: 103 and cams
B: cams and headwork
As I said, no changes except A or B.

I would go with "a" except it would be a FM 107.
the "b" option would be better if you had a lighter bike and wanted top end HP and it would have to include shaving the heads to bump compression and then picking the cam that works best with the head flow and combustion chamber size and compression ratio.

I have no idea either, 1 hour was a random number thrown out for discussions sake. I would imagine that for a low $ build there should be plenty of maps close enough to get a good start on the tune.
Cams and headwork has the potential for the biggest return on on your upgrade dollars. But, that's assuming you've got the right match of componants, and you're using a machine shop that really knows twin cam performance. There's no standard for what's considered a "street port", so it's really important to use a well-known and regarded shop. WFO Larry (Larry's Motorcycle and Machine) is a good place to get a great return for little money.
Having said that, I'd urge you to do it once and do it right. Once you get the heads off, you're another half hour away from swapping out pistons and jugs. If you port the heads now, but don't mess with pistons, in six months, you'll want to go back in and finish the job, and you'll be facing a top end teardown for a second time. Save your pennies for a couple of months longer and you'll be able to do it right the first time. It will save money in the long run.

Just add cams and an EFI controller. Like the PCV. Fuelmoto will send it set up for your mods. Later on- do the 107 and heads. The 96 really wakes up with cams and a tuner. I smoke 103's in stock form all the time.
