Is it possible or advisable to register a VIN (on a used cycle not bought from dealer) with a Harley dealer? I saw a reference to registering a VIN on this forum and wondered what that was about. If so, what are the advantages?
You basically can see if there are any service bulletins or recalls on your bike.
My guess is that registering a used bike would be no problem, as long as the previous owner hasnt registered it, they link it to an email account that you provide, and its part of your profile on HD.com, so you have to sign in, etc, to register it.
It is convenient to have maintenance schedules and owner's manuals available. To be abe to shop for parts specific to your bike. To have a wish list for keeping future upgrades readily accessible. I have used the wish list to store upgrade information and then searched the internet for prices and availability.
The wish list can be available to others if you like. My family found it convenient at Christmas and my B-day. If they want to know what to get me I send them there for ideas.
Even if the prior owner had registered the VIN it's pretty easy to get HD to update the owner for a VIN (proof of ownership) to have it linked to your(new owners) profile

I bought an 08 Ultra Classic 105th anniversary in 09 from a guy in Florida. Before I agreed to buy the bike, I ran the vin# and found out where the bike was purchased and by whom. I also found out it had recalls for fuel filter housing and fairing mounting bracket's. I would definitely register the vin on any bike.
Bought my '09 EGUC from an individual. Took it in for service and the service manager told me that she had re-registered the bike into my name, that way all service bulletins and recalls come to me as opposed to the prior owner. And it worked, I got a recall. They will also send you discount coupons specific to you sytle of bike.

You dont get history or service manuals, but you do get maint info, recall info, etc.
Once you log in, click on "Maintain your bike", then along the middle right you'll see some stuff under the heading "Service Resources"
