so they did not steal them to sell bags? seems to me they stole them for what was in the bags....so i ask myself......I do not know many people who leave there bags open so they must be cutting the wire that holds the bag on......just a guess

Here's an example, but you can just pop the bags off with a flat head screwdriver.
