See following paragraph amended by 129th General AssemblyFile No.168,SB 114, §1 ]*No bicycle or motorcycle shall be used to carry more persons at one time than the number for which it is designed and equipped, nor shall any motorcycle be operated on a highway when the handle bars or grips are more than fifteen inches higher than the seat or saddle for the operator. This is from the ohio revised code
If i'm not mistaken there is a Federal law that states that if your motorcycle is legal where your from, they cannot give you a ticket for it in another state....
if your just passing through and not registered in those states and your handlebar height is legal in your state they can bust your chops but don't think they can give you a ticket

Somebody needs to tell that to the Wyoming LEO's that were issuing handlebar tickets to riders on the way to Sturgis last year. Whether they can make it stick or not is another matter. Most don't have time to ride back to Wyoming and fight it.
