Yes they do, just check your states requirement for documentation because you will have to re title the bike as a home made or other type of build.

If you get a frame with a 17 digit compliant VIN and a certificate of origin, you may be able to avoid the rectal exam most states put you through for a reconstructed / home made bike

my HD guru have a 96 bagger in the shop now with front frame damage, 2 grand and labor will get a new frame aftermarket.
