I would be certain there was more to the mods than the afforded view shows, if they changed vendor or had to re-tool in house to make these could have been quite a deal in verifying they wouldn't affect handling before build production line. Old fairing was becoming as dated as the old Tour Glides and due for a change up as they did for the Rushmore batwings.
Everything you have mentioned was done to the batwing bikes and the didn't cancel there production for an entire year.
If there's a twin cooled SG it will be a CVO with the lowers. The pic of the SG in the article doesn't have lowers & that's the only place for the radiators, at least for now.
Perhaps that's what they spent the entire year working on...a place for radiators on bikes with no lowers...
