Does it actually settle on any of the selections, or is it acting like you are pushing the switch and not letting go?
I have seen another have issue with multiple selection switches. And I've had a cruise switch go stupid as well.
In the case of my cruise switch it would ohm out good. But, when I put an voltmeter on, and ran the bike, the votage would creep on the coast side and disengage.
I would think it very possible that one of the radio switches would do the same. If you are under warranty, keep pushing the dealer. I would guess that if it is a switch it will get worse (More frequent) eventually.

i had an intermittent issue wtih mine as well but not this same issue. 3 x back to the dealer and they wouldn't do anything about it. Finally the 4th time in got the same result from service department. This time I wasn't settling for that answer and went to the store manager with my problem. He as well hee-hawed around and I finally told him look, I'm not some customer you see in here about once every 6 or 8 months, I'm always in here spending $ and this is certainly not the way I expect to be treated because your service dept manager can't get his head out of his a$$ and order another radio under warranty that he knows is a problem radio. They ordered another radio for me and replaced it as soon as it arrived. You have to stay on these folks otherwise you won't get anywhere with them.

Did you ever resolve?
I know this is an old post, but I've been chasing this issue since day one with my 2011 Ultra. As you stated, you can never reproduce it at the dealer. The have told me that they replaced the handlebar switches, wiring and put in a new radio, but still, the same issue
Question, do you have a HD GPS 660 or 665? I always though it might have something to do with the GPS harness since there have been recalls in the past.
Thanks
