Takes 10 minutes and a pair of needle nose pliers.
That will probably solve your problem.

Yes a Fat Boy don't have no rubber mounts BUT!!!! It is attached to the frame in several places and all of those should be checked first before assuming it's the footboards.
A dealership telling you the vibration is "within the normal range" means about as much as them telling you your blinker fluid is low....

The rubber footboard isolators are part of the footboard mats, and they wear out over time. I consider the footboard mats a "service item" and replace mine every few years as the isolators break down, especially under my heels. If yours are broken, get new mats.
Part number is 50614-06 for the current style footboard mats (ribbed pattern). The old style (block pattern) part number is 50614-91. Either style will fit your bike. Lots of custom styles available, too, if you want to spend more money.
Use a dab of soapy water or tire mounting lube to install them.
I just checked mine, and mine need replacing again.
