Default Torque spec for handlebar riser cap bolts

Anyone have the torque spec for touring bike handlebar riser cap bolts (hold the risers on top of the triple tree from underneath)? I've looked through my manual but can't put my finger on it.

30-40 foot pounds handlebar lower clamp bolts (risers)
