on my 2002 FLSTF, I have been getting a rattle sound from the area of the Shift Rod Lever. There is a clamp bolt and that seems tight but there is another piece that that is loose as heck. It almost looks like a cover or something.

Can anyone advise of what part this is? And how to go about tighening?
