Default Machined Hole in chain inspection cover What The?

Machined Hole in chain inspection cover What The?-image.jpgNever seen anything like it. Has anyone got a clue what it is. It is the Tensioner oblong cover it's built in it I can stick my finger in it feel the inside of primary cover. I just bought this bike unfinished. I never seen anything like this on a primary any ideas guys.
Attached pics. Thanks

It won't let me check to see if I posted right pic but sure I did.

This was common for superglide shifter setups in mid-70's and early 80's shovelheads, sometimes known as troubleheads (don't gimme no *&%# about that because I had lots of them). Maybe early Evos too, I don't know for sure. Shifter shaft went right through from inside the inner primary side out to the outside. Always good for slight oil leakage around the shaft seal if you tried to run a wet clutch. Oohhh the memories..... haha..
