Default Passing lights on a 05 Fatboy

Ok ,.. I know someone will have the answer to this one.. My 05 fatboy has a HD detachable windshield. The man at the dealership says I can't put passing lights on unless I replace the windshield.. I ride with a MC here in my area, and at least two of my brothers have lights on softails with the same windshields..
The brackets on theirs and mine have the same profile, but mine step in to meet the mounts.. Theirs are straight and allow the lights to be mounted between the windshield bracket and the fork..
What gives? Can I swap the brackets on mine to ones like theirs? If so, which bracket? And,... Did any of this make sense?
