I dont think so. I would assume that its not possible. Because I know I couldn't just throw a 270mm rear tire in my swingarm. Or even a 240. The most I could do is a 210mm and that's pointless. I'm sure you would need a swingarm, some tranny parts to make your belt line up, etc. You're best off getting the heartland 250 kit.

yeah I see what you are saying but with a 200mm rim and tire you end up changing the belt pully to fix that problem

I wouldnt think it is. I am not sure, but I think the belt will be the limiting factor for you. There are probably a few otehr things taht will stop it from fitting also, but that is the first that comes to mind.

that's what I mean you will need a new belt, pully, caliper etc.... right?
not to mention you will have to shave the fender struts

It can be done, easier with a swing arm from a 2006+ 200mm softail (the caliper bracket is shaved). You have to change out pulley, belt, etc.

Yes you can fit a 200 rear tyre to 2001 Fatboy
All that's needed to fit a 200 tyre to 2001 Fatboy is to cut off rear fender supports. Grind a small section off caliper locator lug on swingarm. Change wheel spacers to centralize wheel..fit 25 mm belt .no need to change front pulley as it's plenty wide enough.and machine the mating face of drive belt pulley to align belt ..it's very easy..
