30-40 ft-lbs according to my 2008 service manual. I recently replaced mine and tightened to 35 ft-lbs ... seems fine (FLSTC has same spec as my FXSTB).

What happened to the bushings that you had to replace them?

I just replaced them while I had everything apart when I swapped in taller risers.
