2 Oz in the front Tire and 3 Oz in the back will do it.

If you think you still have a vibration you can feel in the handlebars above 50 mph, add another ounce to the front. Below 50, it's probably something else causing it. Also, if you can jack the bike, before putting beads in, see if the wheel definitely turns to the same spot; if it does it aggressively, I'd start out with 3 ounces - that's a fairly heavy tire on the front of Ultras. This probably wouldn't work for the rear, with that belt and drivetrain drag, it would be pretty badly out of balance to seek the same spot. There have been people saying the beads didn't work for them on this forum; I suspect they didn't use enough beads. The recommended amounts in the Dyna Bead chart is a good starting point, but can need more for some tires, especially 21" and taller, and heavier wide ones.

that was one of my questions, does it hurt to run MORE beads then needed? (maybe 1 ounce over etc, nothing excessive)

For my 08 Ultra per the chart at Dynabeads going to run 2oz front 2oz rear.

An ounce or two over with beads wouldn't hurt, they'll still spread out to reach a balance. If you have the wheels off, and don't have a balancer, you could try this - put the axle (with the longer spacer over the threads to protect them) and wheel on a couple jack stands and see if the tire always turns to a heavy spot. If it's real gradual, the 2 ounces are probably more than enough. If you move the heavy spot to the top, and it swings down so fast it turns halfway back up the other side and back, might not be a bad idea to give it an extra ounce.

If the handlebars feel vibration free at 70 or more, with the clutch pulled and maybe even hit the kill switch for a moment, the front at least should be balanced very close. It's easy enough to put another half ounce or ounce of beads in later if the 2 ounces don't seem to be enough. At 70 I wouldn't let the clutch out to start it again, either, use the starter for less stress on the drivetrain.

I've deliberately run a tire without any weights or beads that was off about an ounce on a static balancer, and it was still pretty smooth at 70. But I've also had tires that were over 2 ounces off, and you'll feel those, on the front at least.
