I is high flow air cleaner, high flow mufflers, and some kind of fuel management to enrrich the AF ratio.
I and a half: Add an improved header to the above (there isn't really a 1 1/2)
II is usually a cam upgrade
III & IV involve heads and major engine enhancements

What the dealer is calling a stage four for mine is SE heads, 10.5:1 pistons, 259 cams, bigger throttle body, race tuner, heavy breather and exhaust

Almost everyone calls Stage 1 a free flowing air intake, slip ons/pipes and a download or some sort of tuner. Any of the Stage 2, 3, 4 etc is a Harley Screamin Eagle designation. If you look in that catalogue that you can download from the Harley website you will see some of the differences.

It's also a descriptor of how much $$$$ you're spending.

It is best to ignore those expressions, as there is no industry standard! In the days of carbs, a stage 1 was stuff you could do by replacing things, as already described, such as air filter, mufflers and rejetting. With EFI and catalytic converters things have got more complicated.

The original motivation for a stage 1 was to remove the performance draining features added so our bikes could meet noise and emissions regulations. These were mainly induction muffler and exhaust mufflers, plus fuelling. However cam timing and ignition timing were also altered and tended to get ignored by owners modifying their bikes. With tighter current regulations and EFI it becomes more important to change the EFI (which covers fuel and ignition), when changing the other things.
