"Best" is a subjective determination. I favor dual Brembo calipers working a pair of 320mm rotors, and Brembo radial master cylinder, but that's just me.

Maybe you don't need to do stoppies on your FB.... LOL

As has been said, subjective is the word. On my bike I was happy with the improvement of braided stainless lines and better pads, depends how deep your pockets are and what your looking for in the end.

There is no 'best'! As suggested, you can get improved braking and feel with braided hoses and after-market pads.

I have 13" front rotors with 6-pot calipers, braided hoses and floating rotors all round. Stopping is greatly improved. Only you can decide if spending on that sort of hardware is worth the cost.
